After the Builders left the Barbarian took over and the Battle Ram was available... Then the Giants start to Upgrade everyone's base. Along with the Giants inside the Home Village doing Upgrades they also pop out of the Builders Huts once they are destroyed in battle.
Here are the interesting thing I took out from this interview:

The new Matchmaking Algorithm will take offensive weight into account more equally than ever before, offense will count like defenses

This new algorithm is a tweak not a replacement for the old one, so it will not take individual weights in the clan into account and just match up clans a whole thing (if you have 15 engineered bases in your clan, the algorithm won’t try to find another clan with 15 engineered bases)

After a while, the Clan War Match Making algorithm will become flexible, so the longer the search takes the higher the possibility that you can get mismatched

Darian said that switching languages in Global is just a placebo and will not get you a better match up.. So you can't try to farm in Italy because it's 4:30 AM there and they are asleep, just waiting for you to come ans LOOT them

Supercell to focus on the Main Village for now. The new Builder Hall Level 7-8 will probably be the only new thing for the Builder Base in 2017 but they have ideas for new stuff on Builder Base for future updates
