Engineered Clans... why are you doing this to everyone!!

We have all seen the newest trend in Clash of Clans... the Engineered Base. This is, for those who may not know entirely, when a player stops upgrading his/ her defenses at a low Town Hall Level and continues to advance the troops and Heroes all the way into Town Hall 11. It gives the engineered player a HUGE advantage in the Clan War setting because the "matchmaking system" matches us up by defenses while barely taking the troops into consideration.
Last war we had a match with a heavily engineered clan and their #17 and #18 easily 3 starred top 5 players with MAXED TH10 TROOPS! Meanwhile our players in the #17 and #18 spots had difficulty 3 starring them because even though their bases were not upgraded nearly as much, they did have 3 well upgraded Heroes all grouped together...
Do you think these tactics are a cheat?
Can this clan we faced be considered a "fair play" clan even though the may not have done any Modding at all?
Can Supercell do anything about these engineered clans? We have lost several high profile players due to the presence of so many engineered clans.
How could Supercell fix this?
Finally, does every Clan that want to be competitive have to bring 4-5 engineered bases to war just to even the odds?
